제주도, "1월쯤 7대경관지 모두 확정되면 '계약서' 공개할 것"
제주도가 스위스의 비영리재단 뉴세븐원더스(N7W)에서 선정한 세계7대자연경관에 최종 확정됐다고 제주 세계7대자연경관 선정 범국민추진위원장이 22일 밝혔다.
범국민추진위원회의 양원찬 사무총장과 부만근 제주범도민추진위원장, 김부일 제주특별자치도 환경경제부지사는 이날 오전 10시 제주도청 기자실에서 기자회견을 갖고 제주가 7대경관에 최종 확정됐다고 밝혔다.
양원찬 사무총장은 "뉴세븐원더스 재단의 버나드 웨버 이사장은 21일 정운찬 제주 세계7대자연경관 선정 범국민추진위원장에 제주의 최종 확정 내용을 담은 공식통지 메일을 보내왔다"고 말했다.
또 "앞으로는 제주도를 세계에 선보일 공식 인증서 수여행사 뿐만 아니라 세계7대자연경관이라는 타이틀을 활용해 제주도의 프로모션을 위한 전략적 계획도 함께 준비하자"고 정 위원장에 제안했다.
그는 재단 홈페이지에 이 중요한 뉴스를 발표할 예정이지만, 정 위원장에게 먼저 확정소식을 알리고 싶어 메일을 보낸 것이라고 양원찬 사무총장은 설명했다.
양원찬 사무총장은 "검증절차에 대해 재단에 문의한 결과 지난 11월12일 잠정 발표가 이뤄진 후 세계 5위인 다국적회계법인 BDO에 모든 투표자료를 넘겨 검증에 착수했다"며 "1차적으로 탈락한 21개 후보지별 투표수에 대한 검증이 끝난 후 잠정 선정지의 투표수에 대한 검증확인 작업에 착수해 확인한 결과 제주도가 얻은 총투표수가 탈락한 21개 후보지 중 그 어느 곳의 투표수보다 높아 확정됐다는 것"이라고 말했다.
그는 "재단 관계자는 제주도가 확정됐기에 공식 인증서 수여식 행사를 준비하라는 의미에서 통보한 것이라며 앞으로도 계속 검증작업을 거쳐 확정되는 곳은 동일 방식으로 개별 통보해 시차를 두고 수여식 행사를 준비할 수 있도록 하겠다고 밝혀왔다"고 전했다.
그러나 이날 7대경관이 최종 확정됐다고 발표는 이뤄지지 않았지만 재단 홈페이지에는 아직까지 제주의 7대경관 확정발표가 이뤄지지 않은데다, 확정발표 소식 역시 공식적 발표가 아닌 범국민추진위원회에 편지형식의 이메일로 보내와 '최종 선정' 여부를 두고 논란은 계속됐다.
최종 확정지역 발표형식도 재단홈페이지에서 7대 경관지로 선정된 지역 7곳을 동시에 발표하는 형식이 아니라 제주도에 한해 이메일로 보내오는 식을 띄었다. 나머지 6곳은 아직 확정되지 않았지만, 제주만 유일하게 먼저 확정됐다는 설명이다.
#"7대경관지 모두 확정되면 '계약서' 공개하겠다"
이날 기자회견에서는 이 발표내용의 '신뢰성'을 두고 집중적인 질문이 쏟아졌다.
양원찬 사무총장과의 집중적인 일문일답이 끝난 후, 김부일 부지사는 최근 제기되는 의혹 중 제주도와 재단이 체결한 계약서 공개문제에 대해 "1월초쯤 7대경관지가 모두 발표가 이뤄지면 계약서를 공개하겠다"고 밝혔다.
김 부지사는 그러나 공공기관에서 사용한 전화요금 공개문제에 대해서는 즉답을 피했다.
그는 "최종 확정이 이뤄진 만큼 앞으로 시시콜콜한 내용까지 모두 '백서'에 기록해서 공개하도록 하겠다"는 말로 대신했다. <헤드라인제주>
